E******* UMTS SofterHO Success Rate is 0

Dear Experts,

On single nodeB we are experiencing pretty unique situation with softer HO (SHO between co-NodeB cells). The SoHO success rate is 0, while incoming and outgoing SHO (to/from different nodeB) are pretty good.

Can you, please, suggest any solution for this?

normally its hanging issue, give cold restart and do call test to check messages if there call setup MO & MT are fine.
