Scheduling has been on a TTI basis for both 3G and LTE. The difference is in the granularity (LTE has a TTI of 1ms vs. 2ms of HSDPA) and the two dimensional nature of scheduling in LTE (both freq and time domains) which help opportunistic scheduling, taking into account the microscopic variations of the air interface.
