Hi,

I would like to ask if anyone here have any experience in planning for HCS network (GSM). What are the main concerns in planning this type of network?

Hi,

Anyone knows which KPI to look at in planning tools to determine whether the FP generated is good or not (for HCS GSM network). This is because according to the planner, the C-I has an improvement of 20% from the new FP generated compare with the existing network. However, upon implementing this new FP, there are not much improvement (from the daily stats) that can be seen from the new FP. :L

hello

it is abvious to don't get the same improvement on the live network and this is due to the lack in FP tools that are based on tuned propagation model (which don't reflect exactly the reality)
any way in HCS we look usualy to 3 parameters (in E*******)
HCS threshold : determines the coverage of GSM 1800
HCS in : permit the not congestion of GSM 1800
HCS out: don't permit the unecessary HO between layers

not exactly;
all parameters are defined for both GSM 900 and 1800 cells.
HCS threshold is the minimum required SS for the cell to be in HCS ranking list. (thus if SS < HCS threshold => cell not prioritized)
HCS in : if available TCH % < HCS IN => the cell (900 or 1800) is congested and than will be retrived from HCS ranking list (not prioritized)
HCS OUT : if available TCH % > HCS OUT : this cell has not a traffic then if it is the serving cell; no HCS HO wille be alloued from
and if it is a neighboring cell; HCS HO is alloued to this cell

as conclusion : we consider TCH availabilty % = TAV

////////for the serving cell point of view :
1. case 1: TAV > HCS OUT => no HCS HO alloued from the cell
2. case 2 : HCS IN < TAV < HCS OUT : HCS HO alloued from the cell and this serving cell is still prioritized according to its layer
3. case 3 : TAV < HCS IN : serving cell not prioritized and retrived from HCS ranking list
