Hi dear,

after upgrading our bsc and swap the site to single RAN site it seems that 1800Mhz site can not handover to 900Mhz sites the MS Camps on 1800Mhz site even though the signal level of the serving cell is weak and the signal level of the neighbor cell is strong.


any idea ??

Normally you define the priority in layers you put the cell when you configure it.
Check cell layer configuration(ie 1/2/3 ).
Usually in our network 1800MHz have priority but you can also use GBSS FMA(find it here in the forum) and check the configuration of your BSC.
Better if you have the previous one before the upgrade and compare both of them.

what is the previous BSC version? it's not Huawei right?

the main reason of camping of 1800 Mhz is the priority of 1800 Mhz.
Huawei has a new ranking in HO /14 bits/ ranking which give the 1800 Mhz higher priority than 900 Mhz.

I think you need to change the following parameters:
Min Access Level Offset
Inter-layer HO Threshold.

firs intracell handover alow = yes
