The most original and interesting feature of the Regin platform, though, is its ability to attack GSM networks.

Analysis of the GSM network attacks show that the log files contain a number of E******* OSS MML
commands. These check the version of the software, list setting for the mobile station
and the base station controller and more importantly enable the Regin operators to activate and stop
cells in the GSM network.

In the event of a terror attack, one of the emergency powers adopted after 9/11 and the London
bombings was the ability to have mobile networks shut down in order to free up bandwidth for
emergency responders. Were the Regin operators to be working with a terror group, they could keep
the networks open to cause communication chaos or alternatively shut them down to create panic.
