The 3a Event which is responsible for IRAT HO due to EcNo is always thought of wisely to keep calls on 3G when EcNo is acceptable and let them do IRAT HO when it's not.
But in some cases I find that value with "-3" or "0" which means whenever a call is SHO-ed to the cell,IRAT HO should be done.
Is there any logical reason or this may be due to parameters set incorrectly?
