Des anybody have the best combination of BTS/MS power control parameter for E******* GSM system in order to decrease TCH drop?
QDESDL, QDESUL, QCOMPDL, LCPMDL, QCOMPUL, LCOMPUL, SSDESDL, SSDESUL?

IMHO, there is no best settings.

Each cell is specific.
You have to consider:
- are frequencies heavy loaded: then be aggressive to minimize interference
- are users close to the antenna or far away? Try to keep levels higher if far away, signal migh change rapidly as users move, and you need few dB more to keep connection
- is quality good? You can keep power low
- 900 or 1800 MHz?
- ratio of GPRS/voice makes difference as well. Try to keep EDGE interference a bit lower

Also, uplink and downlink interference is different, so you need to consider both separately.
Also do you push voice into hopping frequencis, do you push EDGE to BCCH carrier?

What I do: run MMR over all cells, and tune each cell separately.

What is MMR and is there a similar thing in Huawei.(I'm working in a Huawei network)

Mobile Measurement Report recording (MRR in E///).

A histogram can be made where distribution of GSM Q (UL/DL), TA (timing advance), SS (signal strength) with/withoit power control
can be seen.

To corelate Q/TA/SS MRR is not enough: traces are needed. I worked with it many years ago: MRR is good enough for
optimization tasks like power control.

AFAIK all vendors have something similar.

for Huawei you can use NASTAR module "MR Analysis". Moreover you can direct fetch Avg. TA value from PRS(stats tool), just type TA and it will suggest you some counters select Avg. TA.
for Power control settings. See the distribution of MRR using counter from S4100A:Number of MRs on Uplink TCHF (Receive Level Rank 0 and Receive Quality Rank 0) to
S4177A:Number of MRs on Uplink TCHF (Receive Level Rank 0 and Receive Quality Rank 0)
Add both FR and HR counters. Plot them and see distribution where majority of MRR are lying and then Set PC settings accordingly.

I do trail before for the scenario of different area ,power control setting will be different to get the best KPI.
