I don't know what do you want to simulation? This program in this case (http://upload69.net/images/72915817043489041709.png) used TEMS to analyse. If you want to simulate, you can use some tool. For eg: Atoll, Planet, Aircom,... can help you to simulate.

In this case, you can see why this position happens drop call. In this point there are more signal that have good RSCP and low EcIo, then jumping in GSM (2G). You can think about Pilot Pollution (too many cell(or failing EcNo). I thinks the test equipment have some problems.
