Forget about W-Code.
With RTL-SDR it will never work correctly. This software require very, very stable, professional communication receiver... And even with it, you can have no luck with voice decoding.

it IS working for rtl-sdr, though not perfectly. if you can't decode some signals, you might have a good signal, but wrong settings. don't ask for help here, if you can't decode a specific signal! there is enough documentation in the help-file of w-code!

you will need winrar5 for unpacking and look at the readme!

edit: in order to get it work with sdr# or similar software you will need 'virtual audio cable'.
try to change the bandwith, shift and other settings, if your desired signal is not decoded.
you also might have to set the signalrate of your VAC to 48000Hz and definitely turn off the audio filter in any sdr-software, as it cuts off important parts of the signal

I had tested this program and I can say to this point that it's not usefully... *****ed program only displays the MCC, MNC, main freq, security class and neighborhood BS. It can't handled with time slots, voice traffic, signaling... Confidence is 90-100 all the time, signal is very good. It seems that is problem in *****ed program, not a RTL-SDR.

if someone will be able to get full working program let us know!

yes, you did, but not because of rtl-sdr device!
