Can anyone recommend a good tool for planning Tetra Networks on the radio side? maybe rank them and say why

2)ICS
etc etc

TETRA uses the same principles of GSM planning. So, any tool that you mentioned should do. You need an additional license to support TETRA in the dimensioning tool.
