Hello all.

I have a question, and would like to receive any comments (much appreciated).

Almost all networks around the globe uses bandwidth throttling, or 'limit' the user throughput after some (usually large) threshold is reached (in GB).

My question would be:

1) Wouldn't it be better to NOT have this limit - i mean, if a user needs a download, it would do it 'faster', releasing capacity for other users?

2) If i need to use bandwidth throttling, what would be the best values to use? (After reaching the limit, slow down the speed to very low levels - like 32 kbps - or rates like 128 kbps?)
