The admission control functions is in RNC and you set required parameters in RNC. so RNC accepts a connection but user is not able to acquire the allocated RABs
So failure happens after admission
It could be due to following reasons:

1) Transmission failure (look at the synchronization as well)
2) Nodeb problem (hanging resources an so on)
3) poor Radio condtions and suddenly change in UE radio conditions

for failure in adm you can also check your power parameter of cell,
Like Cpich power, ptx target etc..
some times due to wrong power parameter setting may cause faliure due to admission control..

Thanks a lot Babak and dpandey, I wanted to narrow all the possibilities with my question and your reply (Y) did.
Cause I found most of the time the problem is solved by a reset (hanging resources) or in case of a Transmission problem.
But, In case of a radio condition problem you can't be that sure and what are the actions can be taken.
