Help to understand MS Max Retransmission

Dear friend how MS Max Retransmission parameter improve the RACH Min.Access Level. Those it have any connection between this two. In my system i have Max Retransmission is set to 4 and we are trying to change it to 1 on Buy Traffic does it make change is RACH Min.Access Level. If yes how can anyone explain me about this.

Hi Dear
RACH Min Access level is minimum power level received by BTS from MS, so that this RACH is validated. For an instance, if RxLevel UL of RACH less than -105, BTS deny this Access request
This is something like ACCMIN but in different procedure and different network element

Max of restransmission: define how many time MS can try to access again.

I think no relate between these 2 parameter in Vendor regulation
