Hi,

Use Planning tool for automatic allocation. You do not need any strategies (too many scambling code for a network :))

There is no strategy in SC allocation. Greenfield planning will just use the planning tool. SC do not involve re-use, like frequency re-use in GSM. As long as you are not allocating the same SC in the same cluster or area then you are fine. Most operators will allocate subsequent SC for cells in the same site, ie SC1, SC2, SC3 for a 3 sector site. If you have different frequency layers, I F1, F2, F3 etc. each layer will use the same SC. There's a huge number of SC to begin with anyway, so not to worry.

There is 512 SC you can use in the network, and this is so many. You can randomly assign SC as long as you can avoid co SC between nearby sector as stated by justdream, or using planning tools like asset, atoll, likewise, but also you can manually using simple methods as using table from excel sheet.You can start to do grouping those 512 SC with 64 group consisting 8 color group, hence you have 64x8 array of SC. To do cell SC assignment we can use each color group to use withing one cluster, there is maximum 24 site you can assign in one cluster, but you might use only 15 or 17 to expect new site popping up in the middle of cluster.Special for high rise building or in building coverage you can use special one Color group to assign, then you can use wherever it is.good luck.
