3GPP Standard XML files generic parser

Dear All...
I'm starting to code a generic parser for standard 3GPP XML files for both CM & PM.
I'm quite good with PHP & C#. If any one one is willing to help please let me know and we might even encourage the moderators here to start a new section for tools/scripts development.
Sample files for all RATs/Core-Vendors are welcome.

I 'm wondering your tool will be capable to parse any XML for any vendor or just the 3GPP standard only ?

for example Huawei XML is not according the 3GPP standard according to mr knowledge !
