You can't change this value because is a standard value.

Its structure has been designed to facilitate short round trip time.

1 TTI = 1 LTE subframe = 2 slots = 1ms

I hope it will be helpful

TTI is the smallest unit of time in which the eNB is capable of scheduling any user for uplink or downlink transmission therefore it refers to the duration of a transmission on the radio link and is related to the size of the data blocks.

This value is not changeable...

Lets say that you change the TTI. What are the consequences? If so, you change the size of your Subframe consequently you change the size for your RC and the amount of symbols per RC. There are reference symbols in the RB and if you change their location, system will not be able to synchronize.
