We facing degradation in "Downlink TBF Establishment Success Rate(%)" on network level. At the same time our "Number of Downlink Assignments on PACCH" have decreased and "Number of Downlink PS Immediate Assignments" have increased. What can be possible reasons for degradation and shift.

You need to check first the subcounters of TBF esblishment for your formula then you can find root cause as far as i faced problem came from

1- poor radio interface.

2-no PDCH

3-Too many cell reselection

4-Too many location update.

5-Hw problem, ,,,,,,,,,,
