Dear Experts,

I need your help, I have configured a dummy cell to block calls in a penal institution, the dummy works fine, but there is a phone brand AMGOO model AM 103 that ignores these settings and make dummy calls from a neighboring cell, taking levels the dummy -55 dBm and -95 dBm neighbor, the phone makes calls from your neighbor. I get the idea that the phone ignores the parameter AW which is OFF, and assigns the call to the worst server.

Any idea?

Check the cell selection/reselection you need to put ACCMIN at very low level, for example -110 dB for dummy cell and the ACCMIN for the sourronding cells must be at more high level for example -102 dB and better if -99 dB or more, check that values, and check if that cell doesn't have neighbors specially outgoing because it can have incoming in order that someboy going into that coverage from sourronding cells camps on that cell but it works too if doesn't have incoming neighbors, best regards,
