HELLO, IT IS BETTER TO RUN A TRACE AND SEE WHERE THE MESSAGES ARE FAILING
pROBABLY YOU CAN NOT ESTABLISH , THE REQUIRED SIGNALING ON IUB OR IU LINKS
IF IT IS A SPECIFIC SITES, PLEASE CHECK THE ALARMS..... THERE IS FAMOUS "SLEEPING CELLS" ISSUE LWAYS IN 3G....
YOU CAN FIX IT BY RESTART.

YOU CAN CHECK THE STATS AS WELL, IF YOU SEE ANY BLOCKING DUE TO LACK OF RESOURCES... FOR EXAMPLE, IF THE POWER SETTING IS NOT CORRECT, YOU CAN HAVE FAILURE DUE TO ADMISSION REJECTION (IF YOU SET MAXIMUM TRNSMISSION POWER TOO LOW, IT CAN HAPPEN)

In E******* sometime if there's sleeping cell you need to do following related to hardware/software :
*) Restart RBS
*) Restart RNC module
*) Remoduling

If it is E*******, you can activate CTR (lyer 3 Messages) and also UEH (UE exceptions) which is E******* Specific RNC functions error handling and collection

it is one site ? If it is check the parameters and counters in order to see if those settings cause admission rejection... restarting the site could be fastest option to try

For Huawei cells, check that the cells data integrity I complete: CHK UCELL: For ALU, check the sleepcellcounter..you may need to reset the cell.
