Need help on NORTEL 2G

Hi

I have no Nortel experience and we have some Nortel 2G sites which are dropping like hell, Is there any useful parameter to minimize nortel drops?? Any nortel expert out there??
Another thing, I want to move all traffic to AHR from AFR, How can i do that,currently i am using this setting

hrCellLoadEnd 1%
hrCellLoadStart 2%
amrDirectAllocRxLevDL -95dBm
amrDirectAllocRxLevUL -100dBm

but almost 75% traffic moved, 25% still on AFR, which settings should i use to put 100% traffic on AHR, please suggest
