VIP Users Access (Congested cells)

i have some VIP cells , but these cells are congested

how i can allow VIP users to access the network by turn away another normal user

Just configure them as VIP (golden user) in the core network(HLR profile)

Activate eMLPP related features from core side ans radio part. U can give priority to some users in term of accessibility in congested situation !

I don't have such doc but i will see if i can find it to u. anyway, in 3G the user integrated priority = RAB integrated priority (for single RAB services) / highest RAB integrated priority (for combined RAB service)
integrated RAB prio = function (ARP,TrafficClass) where ARP 1-5 (Golden = VIP), ARP6-10 (Silver), ARP11-15 (copper) and TrafficClass : Coversationel (higher prio) ->Streaming -> interractive->background (lower prio) .
