High FER during DT

What could be the reasons for high FER during DT? Other parameters beside SQI are ok. Rxqual, Rxlev, BER, C/I are all fine and this bad SQI, i believe is due to this FER problem. How can this be solved?

is transmission the only reason for high FER? Are there any counters (ZTE netwrk) to check transmission performance?
