3G frequency planning? 3G doesn't have frequency planning... there is only scrambling codes which are 512 which is more than enough..... you need just keep enough distance between same code allocation.
you can allocated the SC in the sequence like as cell A: sc=1, cell B sc=2 and cell C sc=3, So no need any spacing amon allocated codes in the same site
