Does anybody has a formula (excel) to calculate SIB11 utilization in E*******?

Is this formula (below) right?

* Each inter-frequency neighbor 6 bytes
* Each intra-frequency neighbor 2 bytes
* Each GSM neighbor 5 bytes
* Each neighbor QQUALMIN that deviates from serving cell 1 byte
* Each neighbor QRXLEVMIN that deviates from serving cell 1 byte
* Use of QOFFSET1SN 1 byte
* Use of QOFFSET2SN 1 byte
* Each FEMTO neighbor 7 bytes
* + 192 header bits for E******* vendor
