In one of the site there's high sdcch congestion. On checking alarm i found 'LAPD congestion alarm'. Can this alarm be one of the reasons for the problem? Network is ZTE.

Congestion on LAPD link (Abis) leads to increase delay in communication with BTS, MS , increases MHT (Mean Holding Time) and that's why can cause congestion on SDCCH. Increase number of LAPD link on Abis it should resolve the problem.

As a temporary solution u can reduce number of SDCCH !!

you need to add Extra E1 and change MUX Mode

Hi I would recomend to correct any Transport congestion if that exits. But in addition confirm tha traffic and channel capacity available for SDCCH traffic provide 0.5% blocking probability or less for the access & SMS/MMS traffic using the Erlang B with 0.5% blocking probability (if dynamicall allocation is used confirm you get the available channels when high TCH traffic). The common operation point at busy hour bellow 80% should help you to ensure that the RF RF capacity problem is not the bottle neck.
