HW CE usage

Dears,
I have one question about Huawei Uplink channel element usage. I have one nodeB that is uplink channel element is congested but installad 6 pcs WBBP board and license is enough to handle traffic. these boards are workin normal. HW an SW capacity is 1024 and HW capacity is 1024 usage is 200CE. What i need to check? Is there any other configuration?

cek are all sector get ul ce congest or only few?, if all check alarm, if no alarm , check if it is just insert new wbbp board?, if yes just reset the WMPT/UMPT and WBBP board so can be sync.
If only few sector check the UL grouping and allocation cell. use command lst ulgroup and lst locell. usually this because unbalance grouping.

Check the algorigthm in CAC, is it one or algorithm 2 for ul??? Default on my RNC is one for UL and 2 for DL. For algo1 increase the max UL user number.
Increase EUL and use algo2 or use it algooff to remove CAC and see if you can use all the CE but this way you may have other congestions like Dlpower, code etc.

Do this after you checked the steps Ary1981 suggested.

I found configuration error. I did some mistakes related with the following command.
ADD BASEBANDEQM: BASEBANDEQMID=0, BASEBANDEQMTYPE=UL, OPMODE=ADD, SN=0;

Just give for your info

1) CE uplink group ,HW can configure only maximum 6 cell
2) mode working is capacity mode and optimize mode
