RRC Fail Connection huawei 3G RAN 11

Dear HUAWEI Experts
Could you please help me how to improve the RRC connection setup success rate, we have IUB BW issue loawer NodeB BW (8Mbps, 4E1), CE ISSUE (50% site having 128/128 CE).

Using also HUAWEI Antenna, most of the traffic on DATA / HSDPA, HSUPA disabled.

The RRC Fail connection established and mostly reason is RRC fail No reply.

most of the cells are in down town or margianl coverage area having the no reply issue

I think you should drive test areas that have most no reply issue. Sometimes most users want access network in indoor but have poor coverage. Did cells have congestion in power?
