You can get macro to transpose neighbors from horizontal to vertical:
1.You download R to C Neighbors formatting.rar (http://www.finetopix.com/attachment.php?attachmentid=27513&d=1337659975) file post #7: http://www.finetopix.com/showthread.php?37570-Macro-to-convert-vertical-neighbor-list-to-horizontal-neighbor-list
2.Run the excel file
3.Press Ctr + F8 to run Macro
4.Click Edit.
Now you can get the macro to transpose neighbors from horizontal to vertical.
