AM RLC retransmission filter for PS

Hi guys

I have:

1-PS Access Failure Rate (GCR) is high
2-HSDPA Packet Session Drop Rate (Int & Bgr) is high

Parameter intended to change:
AMRLCOnDCHOfNRTPSFilterReTX (AM RLC retransmission filter for PS NRT with DCH)=%80
AMRLCOnDCHOfStreamFilterReTX(AM RLC retransmission filter for PS streaming with DCH)=%80
AMRLCOnHSDSCHOfNRTPSFilterReTX(AM RLC retransmission filter for PS NRT with HS-DSCH)=%66

Do those parameters help? I am thinking of increasing them to %100 ?

No one tuned those parameters before? I think they are related to the packet Successful rate, so it affect the PS KPI in general.
