request sent by MS to controller(BSC, RNC) to make handover for seamless connectivity, HO Command is sent by BSC, RNC to Mobile to order MS to camp on specific best cell..

when criteria is met for HO, HO request is sent.

During LTE X2, the HO Request is sent over the X2 from the source eNB to the target eNB. Basically, the source is communicating to the target cell to check if it can accommodate the UE & start preparing resources.
The HO command is sent from the serving cell to the UE after the serving cell receives the HO request ack from the target cell.

What's the possible causes to send Handover Request but no command? -> This means that the HO failed in the preparation phase

Hi,

handover Request is sent by BSC A to MSS when a Handover is required. Handover Command is sent from MSS to BSC A after radio resource allocation has been started in BSC B
