pmNoFailOutIratHoSpeechUeRejection: Number of outgoing coverage-based inter-RAT handovers to GSM that failed due to rejection by the UE, for calls that included CS Conversational speech RABs. Includes AMR-NB, AMR-WB and AMR-NB Multi-rate RABs. Condition: Incremented by one when the RNC receives an RRC HANDOVER FROM UTRAN FAILURE with cause 'Configuration unacceptable', during an attempted coverage-based IRAT handover to GSM that includes a CS Conversational speech RAB. Incremented in the relation between the best cell in the active set and the target cell. If the best cell in the active set has no cell relation towards the target cell, the outgoing handover will not be counted.
