rrc request denied admission by code

what can I do when I have rrc request denied by code in a NodeB?
the counter is pmNoRrcReqDeniedAdmDlChnlCode
I know this is congestion, and the best solution I think is have another nodeB.
there is another stuff that I can do in this case?
