Hello,
In 3G we have Allocation and Retention Priority and Traffic Handling Priority.
What exactly both are used for and how the different proprieties of ARP1,2,3 and THP1,2,3 are determined.

THP - Used only for interactive services.
ARP - Background and interactive services.

They are used to give more priority to some users than others. For example, one user with "ARP 1" will have more resources to be scheduled than one ARP 2.
And ARP/THP parameters are defined at Core side, so when the RNC receive the RAB assignment Request from the Core those priority are mapped. So the RNC knows how to handle this QoS.

QoS. In the HLR these values ​​are defined to differentiate users depending on business o pay conditions (mobile plan). Then in the UTRAN, these values ​​are used to give more or less scheduling priority. AFAIK, the UTRAN starts using these values ​​in situations of congestion or during critical processes (ex: inter-RNC handovers)

RAN means the RNC ...is the one ? taking active action on the THP/ARP settings ?
