T3109 < RLT

Keeping T3109 > RLT by 10, 15 seconds will result in wastage of TCH Resources, but what if T3109 < RLT by 10 seconds. In case of RLT Expiry if the BSC Releases the Resources before Release Indication from BTS, will it be considered a dropped call?

T3109 is corresponded with channel release procedure on BSC side, which means the call is already disconnected, and there is no connection between Core side and MS. So we can easily say there is no relation between these two parameters, RLT and T3109. Hence it doesn't make any difference how you set these 2.
