Can u help me to create digital map from GE step by step ? ( height, clutter, vector ).

For DTM there is guideline to create by global mapper in this forum.

Not from Google Earth, as far as I know from GE you can get elevation only for a line, not area.
Global Mapper is what you need to handle GEO you need for Atoll: DEM, vectors, raster, etc.

Could you give more details about it? How to create other layer like : vector, clutter, building .

In the PDF file which I mentioned before (http://www.4shared.com/office/5T06I2am/ELEVATION_for_ATOLL.html) you can find the link to the SHAPE format of map's so there is also available vector data of the areas where you taking Administrative one. it is easy to put to the Atoll as a vector map.

Building's layer I didn't make yet so didn't ready to answer. As soon as will discover how, will make article about.
