If two phones are in DMO, one of the phones can be operated in Dual Watch mode. The dual-watch phone can communicate with the other DMO terminal and in TMO with the TETRA base station.

No, the terminal supporting Dual Watch can receive downlink signals from the base station. A DMO operation helps when you do not have base station coverage.
