I was able to find this information. I'm trying to find the document with the complete explanation.

PRFILE parameter 002:1882 RN60_MAINT_06 is used to define the threshold for "Load_status".
PRFILE parameter 002:1883 RN60_MAINT_07 is used to define the “Time-to-trigger” for changing the "Load_status"

It was a little bit hard to get but here is all the info I could get get for those parameters.

The parameters are related to Mass Event Handler feature.

*PRFILE parameter 002:1882 RN60_MAINT_06 is used to define the threshold for
"Load_status":
– If NBR of initial capacity requests higher or equal threshold set by the PRFILE, then “Load_Status” is considered to be “High”
– If NBR of initial capacity requests lower threshold set by the PRFILE, then “Load_Status” is considered to be “Normal”

*PRFILE parameter 002:1883 RN60_MAINT_07 is used to define the “Time-totrigger” for changing the "Load_status":
– If "Load_status" changes from “Normal” to “High”, PRFILE value is used as such
– If "Load_status" changes from “High” to “Normal”, PRFILE value multiplayed by 2, is used.

One more thing:
If you switch oin MEH it is suggested to disable limitation of nb of HSUPA users because it will lead to high HSUPA blocking.

(002:1884) RN60_MAINT_08: Temporary maximum number of HSUPA users - 80H
