From Tracing (as sample attach) you can know the UE capability :
Find in the tracing at the "Signalling_Interface_Message" column "RRC_UE_CAP_INFO".
And find message : "featureGroupIndicator". Sample : RRC featureGroupIndicators = '11111110 00001101 11011000 10000000'
and you can find the meaning in : http://niviuk.free.fr/fgi.php or in 3GPP TS 36.331 .
This is good to know that maybe the Limitation (Download Troughput usually) might comes from your Handset. Not from your network :D
