3G 3 Carrier Help

Can anyone help me why i am unable to get connect on 3 Carrier PS data as it is camping on 3 Carrier when i am connecting it is getting cell reselect to either 1st carrier or 2 nd carrier then RRC connection is getting established but i was unable to establish RRC connection on 3 carrier kindly let me the why this is happening
