3G RACH Performance

Hi Experts,

What is the significance RACH performance in 3G, I hardly have noticed that it is being monitored properly. Can anyone explain if he has worked on it and what could be the acceptable success rate. In E******* three counters are visible and success rate is nearly 80%.
