Inter frequency HHO failure rate high

Kindly provide the idea and solution for below issue:

If the inter-freq HHO failure due to NO REPLY / Physical channel ,what is possible causes on this issue? Please give some idea.

Check alarm, parameter HO and any congest on target cell (Power,CE etc)

Physical Channel: Check if the DRD are defined, if yes check and adjust the thresholds or verify if the relationship its correct (Only between co-sectors).
NoReply: Could be a lot of things. Poor RF conditions, High RTWP and etc.
