HSUPA Scheduler - UuLoad effect on DL throughput?

Dear Experts,

If default value (75%) for MaxTargetUlLoadFactor parameter (HSUPA Scheduler) was increased (to 90% for example) , what do you think of its effect on DL throughput?

In some cases the UL Feedback(ACK/NACK/CQI) can limit the DL throughput, so in certain conditions your DL throughput will be improved changed the HSUPA Scheduler.
But the main gain changed the RoT is to improve the UL Throughput (HSUPA), because when the Uu load is over than Rot level your grant will be RLC PDU Size/TTI (approximately).

And the negative point will be the cell breathing effect at the edge.

Thanks alot :) and Yes most of the times the Ul throughput will be enhanced effectively
but, any idea why Dl throughtput sometimes increases and sometimes not (How re they correlated)

In other words, what should be the selection criteria to gain higher Dl throughput
