Hi friend
- some situations UE change from HSDPA to R99
1. HO between 2 cell that be same frequency. if the target not support HSDPA. Ue will be configured to R99 and do the Soft HO
2. HO Inter frequency or inter RAT. if you dont have license for compress mode in HSDPA services.

UE relocates to R99 from HSDPA if:
1) HSDPA codes are not enough
2) HSDPA power is not enough to carry out HSDPA services (R99 uses most of power and remaining power left for HSDPA is lesser)
3) IuB Bandwidth is lesser which would not allow to use higher data rates of HSDPA and would shift UE to R99 which has lower datat rates

Mainly in cases of congestion UE relocates to R99.

Can we consider this scenario; in which the UE was on cell DCH state HSDPA and there was long inactivity time by the user. So, The UE will be shifted to the CELL FACH state by radio bearer reconfiguration. At this case will the UE stay on R5 or also shifted to R99? Thanks.
