High UL CE Cogestion after 2nd Carrier activation on 4 sector sites

Dear Gurus,

UL CE start appearing with 2nd carrier activation on 4 sector site however F1 is normal

There are two DUW30 boards configured with following

AvailableRbsChannelElements for DL and UL is 1024 and licensecapacityChannelelementsul=208

My question is licensecapacityChannelElementUl=208 is per board or total with two boards? and UL CE Usage with introduction of second carrier+2nd DUW30 should have decreased but it increases only on F2. Could it be because of wrong DUW30 board configuration settings, please help

Second, is there any role of basebandpool2 for above mentioned case. Current setting of ulLicFractBbPool2=50

Experts! Please help regarding configuring second DUW30 Board on more than 6 Cell Site. (F1+F2)
There are high Access Failures due to UL CE Congestion after integration of 2nd carrier. However CE Usage is 50% of Licensed capacity.

One more observation is that licenseCapacityChannelElementUl value is same after second DUW30 board integration.
