Advantage of Protection Factor?

I would be thankful if some body would describe the advantage of Protection factor and adjustment factor in Huawei Optimized Power Control?

protection factor works in the scenario when the setting of adj factor are not optimum. protect factor act as a savior for GSM system when the settings of power control are set to wrong values by mistake.

algorithm generates two Power orders one with adj and another one with protect factor and max of these is executed. you can learn it more in detail by analyzing the simulator shared by me long ago.

1-What is power level which is using in quality adj factor equation?
2- If in my BSC area, majority of MRs have a mean value of -76dBm(RxLevel), what should be power control settings? its a dense populated area.
