LTE OPTIMIZATION - Difficulties in IRAT (LTE -> 3G/UMTS) need HELP

Dear members, seeking assistance on this situation in LTE...
also, LTE Sites/Cells have high counts of "ISYS_HO_UTRAN_PREP_FAIL_TIM_NB"
in case anybody there which experienced the same scenario?
maybe you can recommend new parameter sets?

sorry, late reply.
i tried your first recommendation but the attempts diminished.
then i've got dump file from other region and applied it as well, here are the results.
Hourly (green BG)
Daily excel Pivot
Parameter set 1 and 2 also on attachment for others reference.

by the way, IRAT SR was a bit improved...
also just to mention, both parameter set, we eliminate ISYS_HO_UTRAN_PREP_FAIL_TIM_NB.
i would say, i'll go with parameter set 2 due to IRAT Attempts was intact (not diminished) compared to the other set.
if anybody still has better values/results, please help to share.

So il check in my configuration RL 30 with LNBTS 2600 with Neigbour U2100.
I have :33277

for the moment i don't have new recommandation.

No desi_larka, you i think you mean ecn0 not rscp was set to "0"

anyway, i've tried to modified the parameters now.
changed the measquantity from RSCP to EcN0 as I've continue to search for answer why IRAT was very poor.
Initial settings are:

IRAT
Threshold-1
Serving RSRP should be below -107 dBm

Threshold-2
Target EcN0 should be greater than -12dB (25 (internal value)-49)/2

Increased attempts while Success Rate still not good.

Note: LTE start measure threshold2 = -106dBm while stops 2a = -101dBm

any recommendations from other region? any working settings
