Hi man, I think I'm not following your question... KPIs are build by the combination of counters, and quality amongst others is measured by a full set of them...

QoS is a method for differentiation between various user classes and service types in order to set the correct priorities while handling the traffic in congested networks.
QoS is divided to different regions - Uu, Iub, Iu, Gn, Gi, and combined E2E QoS.
There are KPIs for each class and each service, and region, what exactly you want to know?
