Using CIO to reduce DCR.
Cell 14283 is located at Tunnel and it serves the entrance (North entrance) of the Tunnel which is shown in Figure 1. Inside the tunnel, the serving cell is 14281 and the outdoor cell serving the entrance is 48221.

We use it CIO on highway cells and AS update very fast. Good case..
