RRC Rej due to RL Fail.
Solution: After check the CPU Overload but site not have CPU Overload after trace the signaling of the site found has Ressaive alarm RRC_CONN_REJ and cause is unspecified. Then we requested to Customer to Reset the NodeB and after reset the site performance come to normal.
