If you want to see Bulk or kget parsed , you can use Nexplorer or NePA to do so.
I prefer Nexplorer and here is the link:

Xml you meant CM_bulk , which is in Xml format ?
Nexplorer does open CM-bulk, when you go to File >> Import>> parse WCDMA >> WCDMA BULK CM and then select your file
